UNDP is responsible for the preparation and implementation of the HCFC Phase-out Management Plan in India with GIZ Proklima and UNEP as the cooperating agencies.
UNDP has been working the MoEF&CC in meeting its national and international environmental priorities and commitments. These include close to 40 projects in ODS management under Montreal Protocol, chemical and waste management, climate change and sustainable natural resource management.
UNDP partners with governments and people to help build nations and drive and sustain the kind of growth that improves overall quality of life. On the ground in more than 170 countries, UNDP offers global perspective and local insight and provides technical assistance, policy advice and development support services using flexible implementation modalities.
The technical and policy support provided by UNDP focus on institutional strengthening and building capacities to utilize natural resources in a sustainable way, while increasing resilience to climate variability and associated risks and impacts.

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH or GIZ in short is a German development agency headquartered in Bonn and Eschborn that provides services in the field of international development cooperation. GIZ mainly implements technical cooperation projects of the the German Federal Ministry of Economic Cooperation and Development (BMZ).
BMZ has commissioned GIZ through its sectoral programme “GIZ-Proklima” to implement measures within the framework of the Multilateral Fund for the implementation of the Montreal Protocol (MLF).
GIZ is an Implementing Agency of the Montreal Protocol in India and has been assisting India in complying with its obligations under the Montreal Protocol and to reduce its consumption of Ozone Depleting Substances (ODSs).
Under HPMP Stage-I GIZ has been implementing the service sector component, which involves training of refrigeration and air-conditioning (RAC) service technicians working independently as well as in institutions and small and medium enterprises consuming HCFC – 22 for servicing purposes.

United Nations Environment (hereinafter referred to as “UNEP”), an international inter-governmental organization established by the General Assembly of the United Nations. UNEP is an Implementing Agency for non-investment activities financed by the Multilateral Fund.
UN Environment (UNEP) became an Implementing Agency of the Protocol’s Multilateral Fund on 19 June 1991, and it was given clearinghouse mandate. Since that date, UN Environment’s OzonAction initiative has been strengthening the capacity of governments – particularly the operational focal points for the Montreal Protocol, known as National Ozone Units (NOUs) and industry in developing countries to elaborate and enforce the policies required to implement the Protocol and to make informed decisions about alternative technologies.
Under HCFC Phaseout Management Plan Stage-I, UN Environment has been implementing enabling activities in India with the cooperation of the Ozone Cell. Activities ranging from awareness, outreach, policy support and enforcement capacity building have been implemented. Enabling activities will also be implemented under HPMP Stage-II.
